All students shall be required to conduct themselves in a manner befitting the students of a national institution of high reputation, within and outside the precincts of the institution.Unsocial activities like ragging in any form shall not be permitted within or outside the precincts of the institution and the students found indulging in them shall be dealt with severely and dismissed from the institution.

College Disciplinary Policy & Procedures

REGULATION ON MAINTENNACE OF DISCIPLINE AMONG STUDENTS

  • 1.The College seeks to maintain an environment that promotes academic achievement
  • 2.The College seeks a community that is free from violence , threats and intimidation; that is respectful of the rights, opportunities and welfare of students, faculty, staff, and guests of the College and that does not threaten the physical or mental health or safety of members of the College community.
  • 3.The College is dedicated to responsible stewardship of its resources and to protecting its property and resources from theft, damage, destruction or misuse.
  • 4.The College supports and is guided by government laws while also setting its own standards of conduct for its academic community.
  • 5.The College is dedicated to the rational and orderly resolution of conflict.
  • 6.Every student enrolled in the College shall be under disciplinary control of the College
  • 7.At the time of admission, every student shall be required to sign a declaration that on admission, he submits himself to the disciplinary jurisdiction of the Director/Principal and other authorities of the College, who may be vested with the authority to exercise discipline under the acts, the Statutes, the Ordinances, the Regulations and guidelines that have been framed therein by the College.


DISCIPLINARY OFFENCES

CATEGORY – I

Disciplinary offences in this category shall be reviewed as acts of serious breach of discipline. The College has a Zero tolerance policy regarding these acts. Indulging in or participating in any of the following activities shall lead to permanent rustication from the College including the hostel.

  • THEFT, PROPERTY DAMAGE, AND VANDALISM: Theft, property damage, and vandalism include theft or embezzlement of, damage to, destruction of, unauthorized possession of, or wrongful sale or gift of property.

  • DISRUPTIVE BEHAVIOR: Disruptive behavior means willfully disrupting College events; participating in a campus demonstration that disrupts the normal operations of the College and infringes on the rights of other individuals; leading or inciting others to disrupt scheduled or normal activities of the College; engaging in intentional obstruction that interferes with freedom of movement, either pedestrian or vehicular, on campus; using sound amplification equipment on campus without authorisation; or making or causing noise, regardless of the means, that disturbs authorised College activities or functions.

  • RIOTING: Rioting means engaging in, or inciting others to engage in, harmful or destructive behavior in the context of an assembly of persons disturbing the peace on campus, in areas proximal to campus, or in any location when the riot occurs in connection with, or in response to, a College-sponsored event. Rioting includes, but is not limited to, such conduct as using or threatening violence to others, damaging or destroying property, impeding or impairing fire or other emergency services, or refusing the direction of an authorised person.

  • Participating in INSTIGATING STRIKES: Instigating strikes or taking part in a strike in the campus will warrant disciplinary action.

  • Associating /liasoning with external political / antisocial /criminal elements with the intention to disrupt the scheduled activities of the College.

CATEGORY – II

The following acts of indiscipline shall be punishable with suspension, and rustication from the hostel, imposition of a fine, placement on conduct, probation for a specified period, debarred from taking a College examination for one or more year.

  • SCHOLASTIC DISHONESTY: Scholastic dishonesty means plagiarising; cheating on assignments or examinations; engaging in unauthorised collaboration on academic work; taking, acquiring, or using test materials without faculty permission; submitting false or incomplete records of academic achievement; acting alone or in cooperation with another to falsify records or to obtain dishonestly grades, honors, awards, or professional endorsement; altering, forging, or misusing a College academic record; or fabricating or falsifying data, research procedures, or data analysis.

  • DISRUPTIVE CLASSROOM CONDUCT: Disruptive classroom conduct means engaging in behavior that substantially or repeatedly interrupts either the instructor’s ability to teach or student learning.

  • FALSIFICATION: Falsification means willfully providing College offices or officials with false, misleading, or incomplete information; forging or altering official College records or documents or conspiring with or inducing others to forge or alter College records or documents; misusing, altering, forging, falsifying, or transferring to another person College-issued identification; or intentionally making a false report of a bomb, fire, natural disaster, or other emergency to a College official or an emergency service agency.

  • REFUSAL TO IDENTIFY AND COMPLY: Refusal to identify and comply means willfully refusing to or falsely identifying one’s self or willfully failing to comply with a proper order or summons when requested by an authorised College official.

  • ATTEMPT TO INJURE OR DEFRAUD: Attempt to injure or defraud means making, forging, printing, reproducing, copying, or altering any record, document, writing, or identification used or maintained by the College when done with intent to injure, defraud, or misinform.

  • DISORDERLY CONDUCT: Conduct means engaging in conduct that incites or threatens to incite an assault or breach of the peace; breaching the peace; obstructing or disrupting teaching, research, administrative, or public service functions; or obstructing or disrupting disciplinary procedures or authorised College activities. It also includes misbehaving with lady faculty, students & staff.

  • UNAUTHORISED USE OF COLLEGE FACILITIES AND SERVICES: Unauthorised use of College facilities and services means wrongfully using College properties or facilities; misusing, altering, or damaging fire-fighting equipment, safety devices, or other emergency equipment or interfering with the performance of those specifically charged to carry out emergency services; or acting to obtain fraudulently-through deceit, unauthorised procedures, bad cheques, or misrepresentation-goods, quarters, services, or funds from College departments or student organisations or individuals acting in their behalf.

  • Smoking, use of narcotics, possession and consumption of alcoholic beverages or gambling

PENALTIES FOR BREACH OF DISCIPLINE

Without prejudice to the generality of his powers relating to the maintenance of discipline and taking such action in the interest of maintaining discipline as deemed appropriate by him the Vice-Chancellor, may in the exercise of his powers aforesaid, award one or more of the following punishment:

  • Expulsion from the College, as the case may be, in which case he shall not be re-admitted to the College.

  • Rustication for a stated period, in which case he/she shall not be allowed to attend the classes in the College, till expiry of the period of rustication; or

  • Imposition of a fine of a specified amount of money; or

  • Placement on conduct probation for a specified period.

  • Debarred from taking a College examination or examinations for one or more years.

  • Cancellation of the result of the examinations or examination for which the student has already appeared.

  • The disciplinary offences from 1 to 11 will warrant any of the above penalties as upon the recommendation of the disciplinary committee

RESPONSIBILITY FOR MAINTENANCE OF DISCIPLINE

  • The Director/Dean/HOD/constituent unit/centre, the authorities of the College Hostels and Security shall take immediate action, on any information of the occurrence of act of indiscipline, misbehaviour or misconduct and to inform the In charge – students welfare.

  • Notwithstanding anything in Para (1) above, the In charge – students welfare may also suo moto enquire into any incident of, indiscipline, misconduct and misbehaviour and make a report to the Director/Principal of the identity of those who are involved in the incident and about the nature of the incident.

  • The In charge – students welfare may communicate with the guardian/parents of the students, if considered necessary in the matter requiring their assistance.

  • The In charge – student’s welfare after investigating the matter, shall submit an initial report to the Director/ Principal establishing the identity of the students involved in the acts of gross indiscipline, misbehavior and misconduct. He will refer the matter to the students disciplinary committee, with the approval of Director/ Principal.

  • In charge – student’s welfare, if considered necessary, with the approval of Director/Principal may suspend the involved students, till the report of the disciplinary committee is received & considered by Director/Principal & final decision is taken.

DISCIPLINARY AUTHORITIES AND THEIR POWERS

  • All powers for maintenance and enforcement of discipline among the students and taking disciplinary action against the students of the College shall vest in the Director/Principal.

  • The Director/Principal may delegate all or any such of his powers, as he deems proper, to such other officer(s) and authorities of the College as he may specify in this behalf.

COLLEGE DISCIPLINARY COMMITTEE

The Disciplinary Committee of the College shall be constituted by the Director/Principal as follows:

  • Incharge – Student Welfare – Chair Person

  • HOD /(not exceeding two to be nominated by the Director/Principal)

  • One senior lady faculty member nominated by the Director/Principal

  • Warden, and/or Security Incharge in consultation with the concerned Hostel/School/Constituent Unit/Centre to be co-opted by the Chair Person

FUNCTIONS OF THE DISCIPLINARY COMMITTEE

The Disciplinary Committee shall perform the following functions:

  • To consider matters concerning maintenance of discipline among the students in the College.

  • To enquire into the acts of indiscipline or misconduct committed by a student or students whenever such cases are referred to it and to submit their findings, conclusion and recommendations for the quantum of punishment under the provision of these Regulations to the Director/Principal or the person authorized by the Director/Principal.

  • To supervise and monitor the disciplinary climate prevailing in the College.

  • To take preventive and precautionary steps such as issue of notices, warnings, instructions etc. as the case may be, for the purpose of forestalling acts of individual or collective, indiscipline, misconduct and ragging etc.

  • 5. To maintain liaison with the police authorities and the concerned departments of the Government, neighbouring institutions and the concerned authorities of the College regarding maintenance of law and order in the College.

  • To perform such other functions as may be assigned to it by the Director/Principal from time to time.

  • The decision in each case shall be conveyed by the Incharge – Students Welfare after the approval of recommendations by the Director/Principal communicating the penalty or penalties, if any, imposed on a student or students.

APPEALS AND REVIEW

  • The students aggrieved by the decision of the Director/Principal may refer an appeal to the Chairman for review within 30 days of the date of communication of the decision, who will consider the appeal adhering to the principles of natural justice.

  • The Chairman, if satisfied that the matter should be reviewed, may refer the appeal back to Director/Principal/Student Discipline Committee. The decision taken by the Chairman on the appeal shall be binding.

MINOR OFFENCES, PROCEDURES FOR HANDLING

  • Minor offence will be such, which prima-facie is not serious but cannot be condoned or ignored.

  • The students will earn Recorded Warning (RW-I) for first minor offence. The RW-I will be recorded at the level of Dean and informed to the student. RW-I warning record will be kept in student’s personal file.

  • Three RWs i.e. RW-I, RW-II and RW-III (for similar or dissimilar) minor offences against a student will indicate that the student is habitual in creating/indulging in indiscipline and it will be treated as major offence and reported by the Dean to the Dean Students Welfare for further action as per the regulations.

  • The minor offence shall be assessed and reported to the Incharge – Student Welfare by any of the following:-

    • Faculty/Programme Chair
    • Technical Support staff/non-teaching staff
    • Security in-charge
    • Any other Branch Officer of the College
  • In charge – Student Welfare /Head of Department will decide whether it is a minor offence or a major offence. If he/she considers it major offence, he will report to the Director/Principal. If it is considered as minor offence, he/she will take action as laid down above.

  • The concerned Schools/units will maintain the records of Minor Offences and Warning Records (RW-I, RW-II, RW-III)
